From Passport to Platform

A digital product passport bundles and structures the relevant product data, from material composition to carbon footprint. For this data to be accessible online to customers, authorities, or partners, it takes a platform that structures it, makes it searchable, and delivers it on the web with the appropriate access protection. That is exactly what the NovaDB Content Delivery Portal does, it is the solution through which your aggregated product passport data actually reaches the user.

A Digital Product Passport bundles verified information on material composition, origin, environmental impact, durability, and repairability, along with recycling and end of life guidance. The exact data fields are not fixed uniformly in the ESPR but are defined separately for each product group through delegated acts of the European Commission.

A fixed legal date exists so far for two product groups. Industrial batteries above 2 kWh as well as electric vehicle and light means of transport batteries will require a battery passport from 18 February 2027, based on the EU Battery Regulation. For toys, the Digital Product Passport becomes mandatory from 1 August 2030, based on the new EU Toy Safety Regulation (EU) 2025/2509, which has already been in force since 1 January 2026. For all other product groups, the ESPR Working Plan 2025 to 2030 only sets indicative years for the respective delegated acts, for example steel for 2026 or textiles, tyres and aluminium for 2027. The actual obligation takes effect no earlier than eighteen months after the relevant delegated act enters into force.

In principle, the ESPR can cover almost any physical product placed on the EU market, regardless of where it was manufactured. However, the passport only becomes binding for a specific product group once the European Commission has adopted a dedicated delegated act for it. Some sectors are additionally covered by their own separate regulations with their own timeline, such as the Construction Products Regulation for the construction sector or the new Toy Safety Regulation for toys.

The central legal basis is the Ecodesign for Sustainable Products Regulation, ESPR, Regulation (EU) 2024/1781. It should be understood as a framework law that does not by itself create an obligation for a Digital Product Passport. In addition, product group specific regulations with their own timeline exist, such as the EU Battery Regulation for the battery passport, the Construction Products Regulation for the construction sector, or the new Toy Safety Regulation (EU) 2025/2509 for toys.
